What the public know:
Invindi legends speak of the Order of the Ebon Hand as heroes, warriors for justice, stalwart defense against supernatural evils. As such, when they arrived outside Medinaat al-Salaam around two centuries ago, the hearts of the people felt momentary hope that things would change. Perhaps they would stand up to the Immortal Caliph and her Khadi. Perhaps they would bring true freedom and justice. It did not take long for the people to realize that, for whatever reason, that would not be the case. Perhaps the legends were always fake, perhaps they too fear the Caliph, perhaps these is some other reason but now the Ebonites are an afterthought to most people. On the rare occasion one does rise to defending the people of the city from non-Caliph supernatural threats but it seems to be the exception not the rule.
What the Ebonites know:
At heart the Order of the Ebon hand are the heroes who stand against supernatural evil. Sadly that duty comes, first and foremost, in protecting the Ebon Stone and preventing the evil within from being unleashed upon the world. The move to the Sands was to better protect their charge, not out of intention to fight the evils lurking within Medinaat al-Salaam as much as their hearts may burn to do so. If they believed they could battle the Caliph without risking their primary duty they would stand and fight but, as it is, they must chose the path of discretion over valor even if it shames them. They know that their ancient enemies within the Jackals and the Cult of Ruhmal search ceaselessly for ways to claim the Stone and the power within and would immediately seize on any opportunity other conflict would create. The Order does not prevent its members from helping the people of Medinaat al-Salaam but they must do so indirectly or with great subtly. Those Ebonites who would dare stand against the Khadi do so without their signature armor and weapons - fighting as if they were any other commoner.
