Very much an understatement. Anyone attempting to break into Dahabi territory is going to be treated as a thief and/or (lower case) assassin and dealt with first then questions later... if ever. Ra'Shari tenfold.

Nor is anyone in power going to blink twice at, let alone mourn, a dead Ra'Shari.

I mean relations weren't in their favor even pre-Immortal Caliph.

As for Hanan - they're mystically inclined and suspected of harboring Qabalites. She's not just cutting down any Ra'Shari who cross her path but she's definitely not going to be the one who changes how the city perceives them. They don't even rate a delegate from the Khadi to hear their complaints.
