I think it comes down to giving diplomats, sahirr, and other generally non-combatant people an option (more like a comforting blanket) that they TOO, can do something in combat. Which is throwing an 1k1 weapon using a non-weapon skill, which gives no mastery benefits. I mean....knives are bad. IF y...

But if you attack throwing a knife at close range you are "shooting into melee" all the same, so you'd only be able to use knifes for melee attacks with the knives skill all the same, right?
